Ask a CISO how their program is doing and you’ll often hear about maturity scores, framework alignment, and tabletop exercises. Then ask when they last had an external red team probe their assumptions. The gap between self-rating and tested reality is one of the strongest predictors of who ends up on the front page next quarter. Confidence in security is cheap; verification is expensive, and most programs underinvest in the second.
What looks like a strong posture is often a strong narrative. Attackers don’t read the narrative.
The Dunning-Kruger of infosec
Industry surveys repeatedly find that organizations rating their own security as “mature” or “advanced” are breached at roughly the same rate as those rating themselves average โ sometimes higher. The mechanism is straightforward: confidence reduces the perceived urgency of testing, patching cadence, and external review. Teams that believe they’ve covered the basics stop looking for the basics. Verizon’s annual breach reports keep finding the same root causes โ credential reuse, unpatched edge devices, misconfigured cloud storage โ across organizations of every maturity tier. The technical controls aren’t usually exotic; the missing piece is honest, recurring scrutiny. When leadership rewards green dashboards, dashboards turn green. That isn’t security; it’s reporting hygiene wearing a security badge.
Frameworks reward documentation, not resilience
NIST CSF, ISO 27001, SOC 2, and their cousins are valuable scaffolds, but they reward the existence of policies, not the effectiveness of controls. An auditor confirms you have a vulnerability management program; an attacker confirms whether it actually catches things. The two findings can diverge sharply. Programs heavy on documentation and light on adversarial testing develop blind spots in identity infrastructure, third-party access, and detection engineering โ exactly where modern intrusions land. The fix isn’t to abandon frameworks; it’s to pair them with continuous validation: purple team exercises, breach-and-attack simulation, credential exposure monitoring, and external attack-surface scanning. These are unglamorous and they generate uncomfortable findings, which is precisely why overconfident programs avoid them.
Cultural signals that predict trouble
A few warning signs separate teams that are quietly competent from teams that just feel competent. The competent ones talk about their last failure in detail and what changed afterward. They have a written incident postmortem culture, including for near-misses. They invite criticism from outside the team and pay for it. The overconfident ones describe their program in superlatives, point to certifications as evidence of capability, and treat external findings as adversarial rather than informative. They also tend to centralize knowledge in a handful of senior staff whose departure would degrade response capacity overnight. Resilience is distributed and rehearsed; fragility hides behind confident-sounding people.
The takeaway
Security maturity is what an attacker confirms, not what a slide deck claims. If your last verified test was a compliance audit, you don’t have a measurement of security โ you have a measurement of paperwork. Budget for adversarial validation, reward people who surface uncomfortable findings, and treat confidence in the absence of recent testing as a risk signal.
