Telematics auto insurance โ the apps that monitor your driving and adjust your premium accordingly โ is marketed as a fairness upgrade. Pay for the driving you actually do, get rewarded for safe habits, escape the blunt averages of traditional underwriting. For some commuters, particularly low-mileage office workers, the discounts are real. But the pricing models systematically penalize the people whose schedules and routes look “risky” to the algorithm โ a category that maps closely onto essential workers.
Night-shift driving gets flagged as high-risk
Telematics models treat driving between roughly 11 p.m. and 4 a.m. as elevated risk, because crash data show those hours are statistically more dangerous on average. The aggregate is true. The implication for individual nurses, paramedics, factory workers, and 24-hour retail staff is that they’re surcharged for commuting to and from jobs society depends on. A registered nurse driving home at 3 a.m. after a 12-hour shift is, statistically, much more careful than the average late-night driver โ but the model can’t see that. It sees the timestamp.
Hard braking flags reflect roads, not behavior
Telematics apps track “hard braking” and “sharp acceleration” events as proxies for aggressive driving. Whether those events happen tells you a lot about the road, not just the driver. Dense urban areas, neighborhoods with poor traffic light timing, frequent jaywalking, and pothole-heavy streets all produce more braking events. Drivers in lower-income urban neighborhoods โ disproportionately essential and service workers โ accumulate these flags through their environment, not their habits. The algorithm’s “behavioral” score is partly an environmental score, and the environments map onto income.
The advertised discounts often shrink for high-need drivers
Companies that publicize “save up to 30%” often quietly note that some drivers see their rates increase. The drivers most likely to see increases are those with long commutes, late hours, and dense-urban driving โ exactly the commuter profile that traditional flat-rate underwriting sometimes cross-subsidized. By unbundling, the new pricing transfers cost onto drivers with the least flexibility to change their routes or schedules. A nurse working nights cannot move her commute to noon to get a better score.
The fairness framing obscures the policy choice
There’s nothing inherently wrong with charging more for genuinely riskier driving. But “risk” in actuarial models is correlation with claims, not moral fault. When the correlations track essential workers, low-income drivers, and shift workers, the system has implicitly decided who absorbs the cost โ and the people with the fewest scheduling options bear the most. Several state insurance regulators have started examining whether telematics models violate anti-discrimination rules through these proxy effects. The legal questions are unresolved, but the distributional pattern is clear.
The bottom line
Usage-based insurance is marketed as fairness, but it’s a redistribution of cost from drivers with flexible schedules onto drivers without them. The algorithm doesn’t know your patient is bleeding or your shift starts at midnight. It just knows the timestamp. Whether that’s a feature or a flaw depends on which side of the schedule you’re on.
